Commerce Comm’n believes dairy reform bill does little to limit Fonterra’s power

New Zealand’s Commerce Commission has criticized the Dairy Industry Restructuring Amendment Bill in a submission to the primary production select committee. The bill intends to address pricing and competition problems in the dairy industry by regulating Fonterra, a farmer-owned cooperative that controls 90 percent of New Zealand’s raw milk collection.

    The Commission finds the purpose statements of the bill to be unclear and open to multiple interpretations. In addition, the Commission believes Fonterra will continue to be able to set the wholesale price of milk.
