Robert C. MacKay has been an Economist at Bates White and a Public Finance Economist at the U.S. Government Accountability Office (GAO). He has taught masters level courses in public economics at Johns Hopkins University and in econometrics at Utah State University. His research has been published in National Tax Journal and the Journal of Public Budgeting & Finance.
