Vinod Dhall

Mr Vinod Dhall is associated with the origin and growth of Indian competition law and was the first chairman (acting) of the CCI. He set up the CCI, established the framework of its policies and procedures for mergers and antitrust cases, draft regulations, analytical models, and the deployment of core staff with requisite training; these have formed the foundations of the working of the CCI. He is an active market-leading competition lawyer and is sought out also for his high-level strategic advice and unique perspective on complex mergers, cartels, and abuse of dominance cases. Given his earlier work with government regulators and commercial experience, he is among the very few antitrust practitioners who can bring a combination of legal, regulatory and commercial perspectives to a case. He is highly regarded by clients for his expertise, depth, and scope of experience. He has been continuously ranked in Band 1 by Chambers and Partners. Clients comment on his ‘unquestionable understanding and pedigree’ and find him to be ‘an expert amongst experts’ (Chambers Guide 2015).Mr. Dhall has worked at very high levels in government, at policy as well as executive levels. He introduced path-breaking reforms, such as the enactment of the Competition Act, corporate insolvency law and enhancing corporate governance provisions. He set up the Serious Frauds Investigation Office and initiated the pioneering e-governance project MCA21. He is on the board of directors of several companies. He has also worked overseas with United Nations organizations.
