Albania wireless operator Plus said it is “stunned” that regulators declined to sanction rival Vodafone Albania despite the Competition Authority’s findings of anticompetitive behavior, reports say.
The Competition Authority launched an investigation into Vodafone following a complaint lodged by Plus in 2012; the regulator subsequently found Vodafone to be dominant in the market.
Plus said that in its report, the Authority found Vodafone to have hindered competition against smaller rivals, but had recommended – not ordered – the nation’s telco authority AKEP to remedy the situation.
In response, Plus, which called Albania the “worst regulated market in Europe,” is calling upon the Authority to explain its decision not to sanction Vodafone.
