Bermuda: New regulator issues emergency order over Internet merger

An emergency order has been issued by Bermuda’s new Regulatory Authority, which was established to monitor telecommunications reform on the island, concerning the merger between Internet providers North Rock Communications and Logic. The order was issued based on the “potentially serious competition concerns” the transaction raises for regulators, according to reports. The two companies combined would create a near-monopoly in the ISP sector; the parties announced the deal just one day before a scheduled conference to discuss licensing that would allow companies to bundle television, Internet and phone services, which has been made possible by the new Electronic Communications Act. According to reports, the order does not block the deal, but temporarily bars the issuing of Integrated Communications Operating Licenses to either party while the merger is under review.
