The European Commission is inviting public comment on state aid rules for broadband networks. The Commission’s key issue is adapting the current guidelines to the objectives of the EU Digital Agenda. The Digital Agenda sets up a framework to provide basic broadband coverage for all of Europe by 2013.
At the same time, Joaquín Almunia points out, the guidelines need to maintain incentives for commercial investments, given low rates of return. The revised guidelines include public support for fast broadband networks, increased transparency for broadband schemes receiving public aid, and focused investments in passive infrastructure.
