Dominican Rep.: Delays in competition authority harm consumers

Dominican Republic’s Telecommunications regulator, INDOTEL, has announced a cooperation agreement with the Instituto Pro Consumidor, an NGO, to ‘revise, register, analyse, validate or reject” the contracts imposed by various telecomm companies on their customers. The relationship between these companies and their clients was described as ‘unilateral’ and ‘unequal’ by INDOTEL chairman Gedeón Santos.

    “The consumer has only the State” said the official, remarking upon the ‘abandonment’ of nearly 4 million dominican internet users. Clients regularly have non-negotiable contracts imposed on them, with little real options available.

    The situation is worsened by the Dominican National Commission for the Defense of Competition, which has been paralyzed since 2014 by bureaucratic red-tape and a series of investigations on nominated Directors.
