According to a statement, this initiative—begun in September 2024—seeks to bring greater legal clarity and predictability for businesses operating across the European Union.

Per a statement, the draft guidelines aim to help companies interpret and comply with both regulatory frameworks, ensuring that they function together effectively and without conflict. The consultation invites input from citizens, businesses, and organizations, with particular emphasis on small and medium-sized enterprises (SMEs), as well as users of digital services provided by major “gatekeeper” platforms covered under the DMA.

According to the European Commission, the DMA and GDPR serve distinct but complementary purposes: the DMA focuses on promoting fair competition in digital markets, while the GDPR safeguards individuals’ personal data and privacy rights.

To guarantee that both regulations are applied consistently and coherently, the Commission and the EDPB have developed Joint Guidelines that clarify the roles and responsibilities of each authority.
