FCC Commissioner Trusty Appoints Senior Counsel, Legal Advisors

Olivia Trusty, the Federal Communications Commission’s newest Commissioner, has completed her first Open Meeting and quickly followed it with a series of staffing announcements that will shape her office’s direction. According to a statement released after the meeting, Trusty named her Chief of Staff and Senior Counsel, while also welcoming three other professionals into acting advisory and support roles.

    Per a statement from Commissioner Trusty, Krista Senell will take on the role of Chief of Staff and Senior Counsel. Senell’s extensive experience within and outside the FCC includes prior roles as Legal Advisor in the Office of Engineering and Technology, as well as positions advising past Commission leadership and working with the Media Bureau. Her private sector background includes policy work at Meta and CTIA, following her early legal career at Wiley Law.

    Joining Senell in Trusty’s office are Will Holloway and Jessica Kinsey, who will both serve as Acting Legal Advisors. Holloway comes from the Commission’s Broadband Data Task Force, where he provided legal and policy expertise in connection with the Broadband DATA Act and broadband mapping efforts. His tenure at the FCC also includes work in the Wireless Telecommunications Bureau. According to a statement from the Commissioner’s office, Holloway began his FCC career as an honors attorney focused on competition and infrastructure policy.

    Jessica Kinsey brings experience from the Enforcement Bureau, where she most recently worked as an Attorney Advisor handling issues related to the Telephone Consumer Protection Act and call authentication. Before her time at the Commission, she served in the General Counsel’s office at the Universal Service Administrative Company, dealing with Universal Service Fund programs, particularly those supporting rural healthcare.

    Rounding out the team is Andi Roane, who will serve as Acting Confidential Assistant. Roane has a long history of service at the FCC, having previously supported the offices of several former Commissioners and Chairpersons, including Rosenworcel, Pai, and Wheeler. She also served as special assistant to the chief of the Wireless Telecommunications Bureau. Prior to her public service, Roane spent over 20 years as an executive assistant in the private sector.
