Paraguay: New competition authority prepares guidelines

CONACOM, the new body charged with protecting Paraguay’s markets from the onslaught of monopolies, has revealed the names at the top – Carlos Alberto Filártiga, Fabrizio Augusto Castiglioni and Miguel Osmar Núñez Figueredo- who will now set to work setting down the procedures and guidelines needed to begin their regulatory work. The new authority will focus exclusively on preventing monopolies from forming, and will be constituted as a court to rule over commercial conduct.

“Everything that falls under monopoly prevention is under CONACOM’s jurisdiction, which will be a sort of court to judge the commercial conducts of companies in the National market. ‘ said commissioner Carlos Alberto Filártiga.

The commission is at an early stage, and will have a reduced initial budget for 2016 of 3 billion guaraníes. Filártiga went on to remind his audience that a crucial factor is still missing from the commission, which would be the absence of an Investigating Director, which is still awaiting a public contest for its designation.
