Phoenix Gas referred to Competition Commission for refusing new controls

The Northern Ireland Utility Regulator is referring Phoenix Natural Gas to the Competition Commission for refusing to accept proposed changes to the price control license. The changes aim to lower the cost of gas by capping companies’ expenditures on maintaining and growing the distribution network.

    Phoenix argues that the new controls would undermine their stated purpose and push prices up because of increased costs of borrowing. Moreover, the controls would limit expansion of gas networks in Northern Ireland.
