    Harris, who joins the firm with experience in both government and private practice, most recently served as Chief of Staff and Attorney Advisor to Federal Trade Commissioner Melissa Holyoak. Before his FTC role, he worked as a Trial Attorney in the Antitrust Division of the U.S. Department of Justice, focusing on healthcare and consumer products. He also practiced at a large law firm and previously clerked for Judge Harris Hartz on the U.S. Court of Appeals for the Tenth Circuit. Harris is a graduate of George Mason University’s law school.

    Mellman, joining as an Associate, brings experience in antitrust litigation, particularly in defending class actions and multidistrict litigation. Per a statement, he is a Columbia Law School graduate who clerked for Judge Chad F. Kenney in the U.S. District Court for the Eastern District of Pennsylvania.

    Founded in 2022 by former senior antitrust officials and top practitioners, Rule Garza Howley has positioned itself as a player in high-profile investigations, mergers and acquisitions, government enforcement, and litigation. The firm emphasizes providing practical, conflict-free advice, a strategy it credits for its growth to a 46-lawyer team.

    Chair Rick Rule noted the significance of the appointments, stating that Harris and Mellman’s backgrounds enhance the firm’s ability to advise clients facing pressing competition and enforcement issues.
