Spain: €68 million in sanctions for courier services cartels

Spanish regulator CNMC (National Commission of the Markets and the Competition) has issued sanctions amounting to more than €68 million euros (USD$83.7 million) to ten business courier and parcel companies accused of affecting market competition by engaging in market allocation agreements, distributing clients among themselves.

    Through these agreements, several of which were verbal pacts of “non-aggression”, the companies involved undertook not to make commercial offers to any of their competitor’s clients.

    In total, nine cartels have been discovered, with the companies Correos Express, MBE and ICS participating in the most number of agreements. The facts were discovered thanks to the company General Logistics Spain (GLS), which decided to take advantage of the CNMC’s leniency program.

    The collaboration resulted in four raids by the CNMC in which thousands of emails and other documents proving the alleged actions
    were collected, involving international companies such as United Parcel Service, TNT Express, DHL Express, Tourline, Redyser and Fedex.
