Spain: Regulator recommends dropping restrictions on passenger transport

Spanish super-regulator CNMC has issued a request to the Council of Ministers, asking for the annulment of several articles contained in Royal Decree 1057/2015, which impose unjustifiable obstacles to the free exercise of competition.

    Specifically, the agency finds the obligation imposed by the government for all passenger transport vehicles to offer their services only when driving on main roads, among other “specially grievous impediments to competition at a time of accelerated innovation in the sector, which might find itself restrained by these norms. Therefore, they should be struck from the legal framework” stated the regulator.

    The restrictions, the agency declared, work against efficient economic regulation and market unity, as well as lacking any economic justification and preventing effective competition in the passenger transport sector nationwide, thereby lowering overall welfare for consumers.
