If confirmed, Ms. Liu, the US attorney for the District of Columbia, would take on the post of Associate Attorney General. She would oversee the Department’s civil work, including antitrust and civil-rights matters, and all litigation defending the government including the president’s decisions. The No. 3 official isn’t involved in criminal or national-security matters.

Ms. Liu, 46 years old, also served in senior roles in the Justice Department during the George W. Bush administration. She would be the only top leader working under newly confirmed Attorney General William Barr with experience as a federal prosecutor, and officials view her background as a necessary addition to the upper ranks. The White House last month named deputy transportation secretary Jeffrey Rosen, who has no Justice Department experience, to serve as deputy attorney general.
