Las grandes empresas españolas de papel y cartón ondulado han alineado sus tarifas durante más de una década para aumentar los beneficios. Pero no sólo manipulaban los precios en España, perjudicando a los consumidores. Además, actuaban en connivencia para tratar de modificar un índice internacional de precios del papel a su favor. Así conseguían desviar al alza un indicador internacional que, después, utilizaban como coartada de que todas ellas subieran el precio de su materia prima en cantidades muy similares.
