La Comisión Nacional de los Mercados y la Competencia (CNMC) ha iniciado procesos para sancionar a Telefónica por el presunto incumplimiento de las resoluciones de la Oferta de Referencia de Líneas Alquiladas Terminales de Telefónica (ORLA). Dichas resoluciones regulan las condiciones de contratación de las líneas alquiladas de Telefónica, servicio mayorista que usan los operadores para conectar sus redes troncales con el domicilio final de sus clientes o conectar las estaciones base de telefonía móvil.
