Paraguay: Lessons from Colombia inform 4G bidding design

A group of Paraguayan journalists and lawmakers recently travelled to Bogota on a fact-finding mission to learn about Colombia’s experience in regulating the bidding for their own 4G broadband spectrum.

    The 4G spectrum will be activated in Paraguay later this year. Meanwhile the government has continued to argue about the best models for assigning the spectrum, and whether to restrict access to bidding to newcomers, leaving out those companies already established within the sector.

    In Colombia’s case “one of the economic agents’ dominant position was confirmed… so they were forced to take strong measures to avoid being branded as a monopoly…” said Juan Manuel Wilches, currently the Executive Director for Colombia’s Communication Regulation Commission. This situation parallels Paraguay’s current predicament, where local telecomms giant TIGO towers above the competition.
