India: Did a telco cartel cause spectrum auction’s demise?

In the wake of a failed spectrum auction and a report from the Comptroller and Auditor General, the Competition Commission of India has launched an investigation into claims that telecommunications companies formed a cartel, subsequently botching the auction. The auction, held last November, unsuccessfully tried to generate bids for spectrum but a report issued by the Comptroller and Auditor General claims that the failure can be traced back to the creation of a cartel between the bidders.
