Russia: Regs find 70% of gov’t contracts un-competitively awarded

Russia’s Audit Chamber released a report that found more than 70 percent of the largest state contracts finalized in 2011-2012 violated procurement regulations. The contacts, each worth at least $30 million, were found to have violated “competition-related procedures,” say reports.” A total of 458 deals were signed in the time period. The findings show the need for “systematic measures” to improve how state contracts are awarded, said the Audit Chamber, which concluded that more than 70 percent of the contracts were awarded by “bypassing competitive procedures by making a deal with a sole supplier.”
