    In the Document CREG 065 of 2006, the Commission for the Regulation of Energy and Gas (CREG) identified problems in the purchase and sale of energy for the regulated market and determined the need to find a mechanism to ensure efficient price formation. In response, the Commission published Resolutions 023 and 069 of 2009 and 090 of 2011 and proposed the Regulated Market (MOR). This proposal created a conflict between the principles of state intervention in the economy and free competition. The objective of this paper is to attempt to resolve the conflict by presenting an efficient proposal of an Organized Market. This proposal respects the Constitution and the law.
