Colombia: Trial ordered against “Surveillance Tsar”

Colombia’s General Prosecutor has issued formal criminal charges against businessman Jorge Arturo Moreno Ojeda, better known as the “Tsar of private surveillance”. The businessman, currently believed to be in hiding, has been charged with the crimes of procedural fraud and engaging in uncompetitive agreements. Moreno Ojeda is thought to have benefited for years from multi-million dollar contracts for private security services.

    Ojeda is accused of creating several companies, naming trusted individuals at the helm while maintaining overall control. These companies would then present individual bids for government contracts, with the aim of securing said contracts with one of their proposals.

    The accused is believed to have operated this cartel between 2011 and 2012, securing contracts for security services for the Coldeportes agency, the Institute for Recreation and Sport (IDRD), Bogota’s Ministry for Social Integration and several other national and local entities.
