    Phillip Warren will join the firm in San Francisco for its global antitrust and competition law practice. Warren once served as the chief of the Department of Justice’s Antitrust Division branch in San Francisco, according to reports.

    His new position at Covington & Burling was listed as part of a roundup of lateral partner career changes.
