Tour operators fined for bid rigging public procurement for officials’ airline tickets

The Bulgarian Commission on Protection of Competition has fined three tour operators for bid rigging. Acting upon a tip by Finance Minister Simeon Djankov, the head of the Central Authority for Public Procurement, the antitrust watchdog found that Hornit OOD, Bulgarian VIP Travel, and Astral Holodays AD manipulated a public procurement for airline tickets for business trips of state officials. The companies had colluded to set the total number of bids and the prices. The fine imposed on the three operators reaches nearly BGN 3 million; the penalty is a percentage of each company’s profits.
