Chile: Agency reveals possible mechanism for payment of reparations in Tissue Cartel case

More than a year after the National Consumer Service (Sernac), CMPC Tissue and consumer associations the National Commission of Consumers and Users (Conadecus) and Odecu reached an agreement to pay reparations to consumers affected by the collusion between tissue paper manufacturers (known across Latin America as the Tissue or Comfort Paper case), doubts remain regarding the process and date when payments, equivalent to $7,000 Chilean pesos (US $ 11.12 approximately) for each person over 18 years, will be made.

    Last Wednesday, representatives of Sernac, CMPC Tissue, associations of consumers and Mapuche community leaders spoke before the First Chamber of the Supreme Court, in the last step before knowing the final decision on payment, after the companies appealed. The director of Sernac, Lucas del Villar, along with requesting the rejection of the appeal, revealed in his presentation the possible methods that would be used for the payment.

    Del Villar suggested that the bulk of payments could be made through the RUT account of the State Bank. This would reach about 58% of those affected. Other methods, such as automatic pay-ins to the Social Security Institute (IPS) would reach 17% of the injured parties, with a remaining 25% being compensated by registering through a website that would be designed for this purpose.
