Spain: CNMC to probe Telefonica’s conduct

Spain’s communications regulator CNMC has announced the launch of an investigation into Telefonica’s conduct during last year’s strike by its subcontracted installers. The watchdog said there was sufficient evidence that the former incumbent had discriminated against its rivals during the installers’ strike, which ran from March to June 2015.

    As the dominant player in the wholesale broadband market, Telefonica is required to provide third parties with the same quality and delivery of service as it provides itself but evidence suggested that the company had prioritised its own customers over those of rival operators during the strike, said the CNMC.

    Telefonica and workers’ representatives eventually agreed to a 2.15 percent rise in the scales of activity of the ADSL and fibre installers so that their salaries could be increased to levels higher than 2014. The investigation into the company’s conduct will last a maximum of 12 months, said the CNMC.
