Spain’s competition authority has published a report on the Royal Decree project that seeks to modify several aspects of Spain’s electric sector, both regarding supply and the necessary mechanisms to regulate individual production and consumption.
The Electric Sector Laws passed in 2013 would modify compensation levels for renewables, prices for small-scale consumers and the procedures for interruption suits. Other measures still being discussed, include data access schemes meant to facilitate the use of new ‘smart meters’, whose data should only be accessible directly to the provider, unless the customer clearly consents to sharing said data.
Spain’s competition watchdog also believes it should have access to hourly usage data, as this information may allow them to develop Peak demand comparisons, simulate prices and further improve existing regulation. The agency will also analyse the limits set on sea-based electric plants, as well as the requirements for all electric-vehicle quick-charging stations to include specialised meters which will allow further studies and improvement into this industry.
