The declaration means, according to Gilo, that any additional docks within the Haifa Port Company and the Ashdod Port Company will require regulatory approval; further, according to reports, the two companies will not be allowed to operate planned terminal additions to the ports.

Gilo said he intends to require the oligopoly to allow new market entrants to use their infrastructure to lessen the barrier to entry in the ports services market.

The declaration of the oligopoly, which was announced Thursday, was first considered by antitrust regulators last May.
