UK: Ofcom finds balance in telco review, but eyes BT

The UK’s communications watchdog Ofcom notified the European Commission that it completed its report reviewing the fixe narrowband market, a review that found healthy competition with no significant market power in the sector. The market, which services fixed voice retail calls sectors, is “effectively competitive,” said Ofcom in its report in all areas except Hull.

    In the Hull area, the regulator found that KCOM Group has a strong hold over the retail residential and business fixed call services, though the watchdog said current competition law is “sufficient to address any competition concerns at the retail level.”

    Further, Ofcom did find fixed line telecommunications giant BT as holding significant market power in the wholesale call market; to remedy this, the regulator proposed various remedies including charge controls.
