Germany: Bundeskartellamt publishes final report on the rolled asphalt sector investigations

The report analyzes the competitive problems associated with the linkages between the various providers of rolled asphalt. The four largest suppliers- Werhahn, STRABAG, EUROVIA, and Kemna were involved in a number of joint ventures. According to the Bundeskartellamt, such a comprehensive network of major players that actively participates in joint-ventures with each other, can lead to conflicts of interest and mutual dependencies. Such behavior can have anti-competitive effects.
