Canada: Montreal construction bids are paved with questions

An investigation by the Montreal Gazette Newspaper has revealed that there are multiple patterns in bidding that companies, including those of the Quebec construction magnates, made on municipal construction contracts in the city of Montreal during the past six years. The Gazette examined all calls for tender on construction contracts at the city and island council levels during a three-year period from 2006 to 2008, before allegations of collusion in the province’s construction industry were brought to public attention early in 2009.
