The European Commission invites stakeholders to comment on risk capital guidelines that are used to assess the compatibility of state aid, and on the supply of equity and debt finance to small and medium-sized enterprises (SMEs). The Commission also seeks comment on the provisions on risk capital of the General Block Exemption Regulation. The public consultation will be used by the Commission in its review of the 2006 guidelines, in line with the state aid modernization initiative.
