The Competition Commission of Pakistan (CCP) has issued show cause notices to 1-Link Guarantee Limited (1-Link) and its member banks. The notices concern the possibility of 1-Link fixing ATM withdrawal fees, as well as the rates for bill payment and inter-bank fund transfer services. After a preliminary investigation, the CCP found that 1-Link holds 80 percent of market share in shared ATM network services in Pakistan. Moreover, during board meetings attended by multiple banks, the rates of ATM and service fees were discussed.
