CFC upholds Cemex fine for holding up Russian cement

Mexico’s Federal Competition Commission upheld its 10.2 million peso fine against Cemex. The regulator had fined Cemex, a world leader in cement production, in February for holding up a rival’s shipment of imported cement made in Russia at port for months in 2005. The shipment was later turned away. Cemex had appealed the fine, and now seeks an injunction.
