The Civil Aviation Administration of China (CAAC) plans to introduce tighter controls on airline routes and flight frequencies beginning with the 2026-2027 winter-spring scheduling season, Caixin reported.

The changes are intended to address an imbalance between available airline capacity and passenger demand that has contributed to declining ticket prices and weakened profitability.

Under the revised framework, authorities will be able to limit how many carriers serve individual domestic routes and restrict additional flights in markets where capacity already exceeds demand, according to Caixin.

The measures also seek to encourage airlines to allocate more capacity to smaller cities rather than concentrating expansion on heavily contested routes.

The regulatory shift comes as China’s largest state-owned airlines continue to struggle financially.

Air China, China Eastern Airlines and China Southern Airlines recorded combined net losses of 8.16 billion yuan ($1.2 billion) during the first six months of 2026, according to figures highlighted in Caixin’s report.

Those losses underscore the financial challenges facing an industry in which aggressive competition for passengers has put pressure on ticket revenue.

The government’s intervention reflects a broader effort to discourage what Chinese policymakers describe as “involution-style” competition, a term referring to excessive rivalry that can erode profitability without producing corresponding economic benefits.

For airlines, the new framework could reduce opportunities to expand services on popular routes while increasing regulatory scrutiny of capacity decisions.

Limiting the number of competitors and restricting flight additions could help ease downward pressure on fares. However, such restrictions may also reduce the range of services available to travelers on affected routes.

The emphasis on smaller cities could encourage a redistribution of airline capacity across China’s domestic aviation network, potentially changing where carriers pursue future growth.

The effectiveness of the measures will depend in part on how regulators implement route restrictions and how airlines adjust their schedules in response.

China’s aviation sector now faces a period of tighter oversight as policymakers seek to stabilize airline finances while managing competition and maintaining domestic air connectivity.
