    The European Commission’s investigation of marine insurance agreements between ship owners failed to turn up any conclusive evidence of anticompetitive activity. The Commission had initial concerns that commercial insurers were being unfairly excluded from the sector and was able to investigate following the expiration of a 20-year exemption that covered the insurance agreements.
