The European Commission has set out an ambitious state aid reform program in the adoption of a Communication on State Aid Modernisation (SAM). The SAM lists three objectives:
- Foster growth in a strengthened, dynamic and competitive internal market
- Focus enforcement on cases with the biggest impact on the internal market
- Streamlined rules and faster decisions
To accomplish these goals, the Commission proposes to revise the State aid guidelines, beginning with the guidelines on Regional Aid, Research & Development & Innovation, Environmental aid, Risk Capital and Broadband. The Block Exemption Regulation and the Council Enabling Regulation are also to be revised, and procedures for handling complaints will be modernized.
