EU Names New Competition Chief Amid Rising Big Tech Scrutiny

Irish official Anthony Whelan has been appointed director-general of the European Union’s competition department, marking the end of a prolonged search for a permanent leader to oversee one of the bloc’s most influential regulatory bodies.     Whelan, a former digital policy adviser to European Commission President Ursula von der Leyen, steps into the role at a critical moment for EU competition enforcement. His appointment comes as regulators intensify scrutiny of major technology companies and finalize updates to merger control guidelines, per Politico.

    In a social media post announcing the decision, Ribera highlighted Whelan’s extensive background in EU policymaking, describing it as “deep experience in European policymaking,” according to Politico. She also underscored the importance of his leadership in maintaining the integrity of competition enforcement across the bloc.

    “His professionalism will be essential to uphold what matters most in competition enforcement: objectivity, independence and equal treatment for all companies operating in Europe,” Ribera said on Bluesky.

    Whelan replaces Linsey McCallum, who had been serving as acting head of the department following the departure of Olivier Guersent last summer. Ribera expressed “sincere appreciation” for McCallum’s stewardship during the interim period, noting that her leadership ensured continuity in the Commission’s work, according to Politico.

    The commissioner also used the announcement to outline a broader vision for the department’s mission, framing it in terms of fairness and resilience in uncertain times.

    “In these uncertain times, our responsibility is more important than ever: to enforce rules firmly, to remain free from any distorting pressures, to act with integrity,” Ribera wrote.

    Whelan previously advised von der Leyen on digital policy from 2019 until September of last year, before transitioning to the competition department as deputy director-general responsible for state aid. His experience at the intersection of digital regulation and competition policy is expected to play a key role as the EU continues to confront the challenges posed by dominant tech firms, per Politico.
