EU: Telefonica fine-tunes concessions to win KPN buy

Spain-based Telefonica has reportedly improved its offer for the European Commission to convince the regulator to approve of its proposed acquisition of KPN-owned E-Plus in Germany.

Telefonica Deutschland said that is has offered renewed concessions to the Commission after a first offer was submitted and subsequently offered for third-party comment. But according to Telefonica, its second offer “is just fine-tuning some elements, basically conditions for accessing the combined company’s network,” according to a spokesperson.

But sources say the first offer was deemed insufficient by the Commission, which is looking to ensure a fourth wireless competitor could rise in the nation after the E-Plus acquisition.
