India: Indian coal-block auction hits wall over reserve price fixing

India’s plan to create an auction system for coal-block has received a hit because it is difficult to determine the reserve price. Finding a fair value is harder than anticipated, too low a reserve price would make it susceptible to allegations and charges of corruption as in the case of allocation. Too high a price would drive away potential investors, according to officials.
