UK Courts Anthropic Amid Transatlantic Tensions Over AI Policy

Officials within the Department for Science, Innovation and Technology have been developing proposals aimed at encouraging Anthropic to deepen its presence in the UK. These ideas reportedly include expanding its London office and even exploring the possibility of a dual stock market listing in both the UK and the US, per The Financial Times. The plans have received backing from Downing Street and are expected to be presented directly to Anthropic’s chief executive, Dario Amodei, during a planned visit to the UK in late May.

The UK’s outreach has gained urgency following recent developments in the United States. According to The Financial Times, the US Department of Defense recently categorized Anthropic as a potential supply-chain risk. This designation, combined with political criticism from President Donald Trump, has added strain to the company’s relationship with US authorities. Trump publicly criticized the company after it maintained firm restrictions on how its AI technology could be used in military operations.

In parallel, London Mayor Sadiq Khan has sought to position the UK capital as a stable and innovation-friendly environment for AI companies. In a letter to Amodei, Khan described London as a “steadfast” location for the company and emphasized its supportive regulatory framework for emerging technologies, according to The Financial Times.

The UK’s courtship of Anthropic reflects a broader global trend in which governments are racing to develop domestic AI capabilities and reduce reliance on foreign technology providers. As part of this strategy, the UK recently announced plans for a £40 million publicly backed research laboratory dedicated to exploratory AI research, with applications spanning science, healthcare, and transportation.

Despite its ambitions, British officials acknowledge that the country lacks a homegrown AI company capable of rivaling leading US firms. As a result, partnerships with companies like Anthropic are seen as critical to strengthening the UK’s position in the sector, per The Financial Times.

Anthropic already maintains a modest presence in the UK, employing around 200 staff, including approximately 60 researchers. The company has also established ties to British leadership, having appointed former prime minister Rishi Sunak as a senior adviser last year. Meanwhile, competition for AI investment in London is intensifying. OpenAI recently announced plans to significantly expand its operations in the city, while Google continues to invest heavily in its UK presence, including a major campus development in King’s Cross.

The UK’s efforts coincide with reports that Anthropic is preparing for a potential initial public offering as early as this year. While some officials have floated the idea of a dual listing in both the US and UK, one person familiar with the discussions described such an outcome as aspirational and unlikely, according to The Financial Times.

Government representatives have emphasized that discussions with Anthropic are ongoing. “We are in regular dialogue with them as you’d expect,” said one official, adding that talks are building on an existing agreement to collaborate on scientific progress and secure AI supply chains, per The Financial Times.

Business Secretary Peter Kyle also underscored the broader scope of the UK’s investment strategy. He noted that the government is engaging with a wide range of high-growth companies globally and stressed that attracting talent and innovation remains the primary objective.
