    The author explains that the reason behind the signing of Argentine Decree 1842/87 of De-monopolization of Public Services was the citizen’s lack of satisfaction with the availability of public services. The technique used by that Decree was to abrogate, generically, all rules that were opposed to the general principle of “free competition” and all norms which effect be the exclusion of the private sector from rendering public services to the population.
