Ecuador: New Superintendent for the Control of Market Power hired

After a year of the position being unfilled, Ecuador has announced a new Superintendent for the Control of Market Power. The new Superintendent, Danilo Sylva Pazmiño, is a Doctor of Law and a graduate of Judicial Science from the Pontificia Universidad Católica del Ecuador. As well as his current position as President of the Council for Regulation and Development of Information and Communications (CORDICOM), he has been an advisor and consultant to several institutions since 1992, including the Municipality of the Metropolitan District of Quito, the Supreme Electoral Tribunal, The Center for Rights and Society, the Ministry of Industries and Productivity, and the Equatorian Exporters Federation.

    Beyond his consulting work, Sylva has had a long trajectory in public service. In 1998 he served as an advisor in Constitutional and Administrative Law for the Presidency of the Republic. Later, in 2003, he was a judicial advisor within the minister’s office at the Ministry of Industries, Commerce, Integration, and Fisheries. In 2007 he held an advisory position with the Republic’s vice-president, and in 2011 consulted for the same office as part of the negotiating team for the Yasuni-ITT initiative.

    In the field of Competition Law in Ecuador, Sylva pushed for the creation of the Organic Law for the Regulation and Control of Market Power. In 2012 he took the position of President of the First Instance Resolution Commission within the Superintendency for the Control of Market Power (SCPM). Five years later he returned to the agency, becoming the Intendent for the Abuse of Market Power and Restrictive Practices, a position he held for 6 months.
