Spain: CNMC approves Telefónica wholesale price proposal

Spanish regulator the National Commission of Markets and Competition (CNMC) has declared that the prices proposed by Telefónica for its fiber optic wholesale services are adequate to allow an alternative operator to offer equivalent services. This was reported by the agency last week, giving the green light to the proposal setting a monthly cost of €17.57 (US$15 approximately) for local NEBA and fiber services.

    The regulation of wholesale broadband markets, approved in February 2016, imposes upon Telefónica the obligation to provide these services throughout Spain, except in the 66 municipalities where there is enough competition. The prices can be set by Telefónica, under the condition that they can be replicated by alternative operators.

    The CNMC approved Telefonica’s fiber optic wholesale price verification methodology a few weeks ago. This methodology establishes the criteria to determine if the prices fixed by Telefónica are compatible with the requirement that they can be replicated.
