Canada: Big admission in Quebec bid-rigging case

In the midst of a long-running scandal in Quebec, the Charbonneau Commission heard testimony on Wednesday from the president of an engineering firm for the city who gave a full admission to a “well-organized system of bid-rigging” over City of Montreal contracts. The admission was made by Michel Lalonde, president of Genius; according to Lalonde, the bid-rigging system worked so that companies bidding on those contracts paid a 3 percent kickback to Union party leader Gerald Tremblay. The admission also included claims that engineering companies and contractors often overpriced their city contracts by 30 percent, afterwards splitting the extra profit.
