The CNC’s Competition Advocacy Division has begun a study of competition in the railway freight transportation market in Spain. A preliminary investigation finds that there is little competition in this sector–Renfe Operadora has a market share exceeding 90 percent and there is little incentive for new entrants given the decreasing popularity and increasing logistical difficulties of reailroad transportation. Other obstacles to competition include regulatory requirements, the railroad charge system, and insufficient development of interconnections.
