Japan’s FTC to Fine 30 Firms Over Condo Renovation Bid-Rigging

According to The Japan Times, the Japan Fair Trade Commission plans to impose approximately ¥1.6 billion (US$9.9 million) in fines on about 30 construction companies involved in alleged bid-rigging related to large condominium renovation projects. The agency is also expected to issue cease-and-desist orders to around 40 firms, including two construction design consultants.

    The investigation found that contractors working on condominium repair projects in the Kanto region may have coordinated in advance to determine which company would win competitive tenders. The alleged collusion dates back to at least the autumn of 2021. Companies named in the report include Haseko Reform and Daikyo Anabuki Construction.

    The case is particularly significant because condominium management associations rely on reserve funds collected from residents to finance major repairs. If bidding was manipulated, residents may have ended up paying inflated prices for essential maintenance work. The JFTC reportedly conducted on-site inspections in March 2025 and has notified the firms of the proposed sanctions before issuing final rulings.
