The Maryland Democrat introduced the Antitrust Accountability and Transparency Act, designated H.R. 10941, on Thursday, Oct. 29, according to Bloomberg Law. The proposal focuses on increasing accountability for antitrust settlements negotiated under President Donald Trump’s administration.

The legislation comes ahead of the Nov. 3 midterm elections, when control of Congress will be at stake. A Democratic victory in the House could elevate Raskin to chairman of the Judiciary Committee, potentially giving him a more influential role in overseeing federal competition policy.

According to Bloomberg Law, the proposal also raises the prospect of closer examination of corporate mergers, including transactions that have already been completed and deals awaiting regulatory approval.

Proposal Puts Antitrust Accountability in Focus

Raskin has framed the measure as an effort to ensure federal competition enforcement prioritizes the public interest rather than the influence of large corporations and their lobbyists.

As reported by Bloomberg Law, the legislation reflects concerns about how the Trump administration has handled antitrust settlements involving major businesses.

The proposal also has a counterpart in the Senate, Bloomberg Law reported, indicating that efforts to strengthen oversight of antitrust enforcement extend beyond the House.

The measure arrives at a politically significant moment for companies pursuing mergers and acquisitions.

However, the introduction of legislation does not itself alter existing merger review procedures or reopen previously approved transactions. Any changes to enforcement requirements would depend on the bill’s provisions and whether Congress ultimately enacts them.

Midterm Elections Could Shape Next Steps

The legislation’s political significance is closely tied to the November elections.

If Democrats win a House majority, Raskin could assume leadership of the Judiciary Committee, giving him greater authority to pursue hearings, investigations and legislative initiatives involving antitrust enforcement.

For businesses, the proposal highlights the possibility of increased scrutiny of federal competition decisions, particularly those involving large corporate combinations.
