Welcome Remarks

David S. Evans explained that the purpose of the conference was to assess whether there is a problem with interchange fees, if so what that problem is, how the fees should be set under regulation, and what if any unintended consequences the regulation of fees would have that would be of concern.  Evans noted that there is a unique dimension to the interchange fee debate in the European Union because of the role of domestic systems, the evolution of SEPA, and the possible effect of regulation on the entry of new pan-European card schemes.
