As investigators continue sorting through the evidence following the now-infamous Target breach, one thing is clear: the embattled retailer is facing big fines and legal costs.

The company could be liable for millions in a damages, Reuters reported on Jan. 14. Additionally, the payments processors and acquirers that handle Target’s transactions also may face some liability.

Revelations that Target was not the only retailer to experience debilitating data breaches during the holiday season could complicate the investigation. Determining who ultimately will pay fines and reimburse for any subsequent thefts also could be problematic.
